An open letter to the people of the 
Town of Dover:

Dear People of Dover, 

I am running for town chairman to stop the waste of your hard - earned tax dollars. For too long now, too much of your money has been used to pay lawyers and engineers that we shouldn’t and don’t need. 

Why aren’t your roads getting taken care of the way they should be? Why has plowing been a losing battle with trucks breaking down? Why weren’t town trucks properly cared for for many years? Why is Dover always broke and borrowing? Why don’t we have the reserve funds we need for emergencies? 

It is because we have a long standing chairman who would rather spend money on lawsuits, legal fees and unnecessary engineering fees. It is like extortion. It’s a crime that Dover taxpayers have spent more than a million dollars on engineering and town attorney fees over a lawsuit that lasted more than a decade -- a lawsuit over new roads that the developer should have paid to fix when the roads first failed. 

Can you imagine how Dover residence could have benefited from a million dollars instead of a law firm getting all of our money? We could be fixing roads with the money our chairman has wasted and cost us in liabilities. I have several examples of where leaders of this town have acted on special interest (like a supervisor getting a road put through a wetland for a subdivision he was developing and now that road is failing ) . 

I will not behave feloniously and serve to benefit myself. I will work FOR THE PEOPLE. I will be a hands-on chairman who will be seen working for the community and for the people. If I see a problem, I will work to fix it, not hire an engineering firm and send you the bill. I will make choices that won’t get the town embroiled in lawsuits. And as a life-long mechanic, I know how to properly maintain the town’s equipment. Dover has a lot of money in equipment and I will work to fix it for you. 

After 18 years of the same leadership, IT IS TIME FOR A CHANGE. It is time for a new chairman who works FOR THE PEOPLE, not for the lawyers, the engineering firms, and for special interests.

I am not running for the paycheck; in fact, if elected, I will donate to a worthy cause in Dover each month such as the fire department, rescue squad, Kansasville School, Kan-Do 4-H Club, St. Mary Dover, The Dover Healing House, Eagle Lake, etc. I’m simply running because I’m sick of the wrongdoing against the people of Dover.

I’m running to make sure our money stays where it should: for the people, for this the beautiful community we like living in. Please vote for a change on April 4. Dover is for us, the people, not the lawyers and special interests.

  1. COST OF DISHONESTY

    Superintendent, Tom Lembcke, oversaw the spending of Dover Tax dollars for 24 years. The following are just a few of their expenditures.
    He and Supervisor Ed Furey approved the paving of Island Drive (a private road.) Dover is only supposed to pave Town roads.
    Dover tax dollars went to Ludwig Law Firm, but there are no records available to explain these expenditures.
    At a Town Board meeting Furey and Lembcke discussed adopting a road called Grandma Drive. This road is and was the only egress to a subdivision built by Supervisor Ted Dremel. It is Dover Deer Meadow. Dremel closed himself into the men's bathroom to make the discussion and subsequent approval "legal". Attn. Mike Piontek said that this was NOT legal. The road was built over wetlands and has no bed. The road is failing and will cost millions of dollars to repair. In addition the Town will have to provide and egress for the residents to enter and exit their subdivision. This will also cost millions.
    Another Town Board decision was to approve the Natures Bend subdivision and its road. The builder of the subdivision, John Helding spoke to the Town Board and offered them (which the they accepted) $100,000. He stated, "If you let me build my subdivision, I will give you $100,000."A copy of the check is on the website. Applied Technology received the check. They said it was suitable to build the road and subdivision where it was built.The road failed and there was a lawsuit against the Town. The Town paid Ludwig Law Firm $!.5 million to litigate the lawsuit. The Town had to pay Stark Engineering $250,000 to make the repairs.
    In one year the Supervisor Dean Larson, John Hauper, and Chairman Tom Lembcke paid the Applied Technologies $100,000.
    In 1999 a police report was filed with the Racine County Sheriff's Department. This report is on my website. Sheriff's Dept. Investigator Bauers came to the TownDover to investigate fraud and extortion charges. He stated that the Town Government was full of fraud and extortion. He then took his report to Sheriff Bill McReynolds. After McReynolds read the report he ordered Investigator Bauers to throw the report into the garbage, as there was no longer a reason to investigate this matter.
    Today Ex-Sheriff McReynolds is working for Premier Solutions, a consulting staffing company. He works for the Town of Dover.
    Attn. Piontek told Mario that McReynolds was one of the most corrupt sheriffs in the history of Racine County.
    Assistant State of Wisconsin Attorney was investigating Dover at one time, until a new administration eliminated his position.
    The people at 2525 Lakeshore Drive had a fire. When rebuilding they asked the Town Clerk, Marilyn Rudrud if it was possible to run their rainwater to the Lake. The Town had to consult Applied Technologies! Jane DeLong of that organization told the owners that this was permissible. The Town billed the owners of the house for $1900 to answer this question.
    Attn. Piontek said it was extortion to use the U.S. Mail to extort people.
    Mario had a fire at his garage in 2004. Patrick Haley told Mario to tear down the building--Tom Lembcke will extort you if you try to rebuild. Ironically they harassed and unmercifully put road block after road block in our way as we rebuilt. Also ironically--- the absence of Mario's Auto Service at that location would have given Ted Dremel a second egress for his subdivision.
    Lembcke's relationship with Furey, Dremel and Applied Technology is based on fraud and extortion. This questionable relationship has cost the Town of Dover taxpayers millions of dollars in the last 24 years.
